James' 25-year career in law enforcement began when he graduated from the New Mexico State Police 55th Re-cruit Academy in 1994. Through the years he was promoted to the ranks of Sergeant, Lieutenant, and AssistantDistrict Commander while serving multiple districts throughout our state, including Española and Deming, andhe served as District 8 Commander in Alamogordo, and District 4 Commander in Las Cruces before retiring in2019. James earned an Executive Police Officer Certification from the New Mexico Law Enforcement Academv.James completed specialized training throughout his time with the NM State Police, which resulted in a varietyof high-profile assignments and special skills. He attended the Department of Energy Security and Safe GuardTactical School, DoE Breaching School, and the New Mexico National Guard Rappel Master School. He was aLevel Two Tactical Tracker and attended the FBI Chemical Munitions Course. He also completed the prestigiousFBI Negotiators Course.Frietze served on the NMSP Tactical Team for nine years. He was a member of the Entry Team, a Breacher, aGas Operator, and a Team Leader. The Tactical Team provided dignitary protection for Presidents G.H. W. Bush, Bill Clinton, and George W. Bush, as well as other local and foreign dignitaries. The team also participated inhigh-risk arrest/search warrants, open field man hunts, and listening/observation posts for narcotic interdiction.The team assisted Federal, State, and local agencies with Tactical resolutions. James was a member of the CrisisNegotiations Team for five years after serving with the Tactical Team. He responded with the Tactical Team innegotiating with armed barricaded subjects, suicidal subjects, and hostage negotiations.
Community
James has been an active volunteer in Doña Ana County organizations for years. He was a Cub Scouts and Boy
Scouts troop leader, as well as an Assistant Coach with the Las Cruces Youth Football League. He worked with
the Department of Game and Fish as a volunteer Hunter Education Instructor and assisted with food distri-
bution within the County of Doña Ana with Casa de Peregrinos. He was a member of the La Piñon Executive
Board, Board Member Mesilla Valley SAR and even served as a substitute teacher for Las Cruces Public Schools.
Teacher/Trainer
In addition to serving multiple roles in the field, James was an accomplished trainer for the NM State Police He was a Firearms Instructor for rifle, shotgun, handgun, and revolver. He assisted in training NMSP recruits andBasic Police Academy recruits with firearms instruction in Santa Fe. He instructed on patrol operations, house clearing, officer survival, and active shooter scenarios. James was assigned as a Field Training Officer for NM State Police graduates, where he taught new officers to understand and fulfill their responsibilities. As a Sergeant,
he was selected as an NM State Police Duty Sergeant, assisting the
NMSP Academy Staff with recruit training
James is currently a Private Investigator with an agency that conducts investigations for State Risk Management, Association of Counties, and Municipal League insurance claims. He has also conducted law enforcement internal investigations, evidence vault inspections and audits, and law enforcement applicant background investigations. James has also assisted with law enforcement promotional assessments. He currently serves as a Commissioner for the Department of Public Safety Advisory Board, having been appointed by the Governor.
